How the mechanism works
Low-consequence, easily restored outcomes may need a simple normal-state instruction. Important or difficult-to-recover outcomes may justify controlled ownership, alternative routes and tested recovery knowledge.

Equipment cost is not a reliable measure of consequence. Continuity decisions should follow the actual human outcome.
