A communication right can be formally recognised while the pathway required to exercise it is functionally unavailable. Modern communication may depend on a connected chain of interfaces, devices, accounts, authentication, software, licences, networks and receiving services.
How the mechanism works
An intention now commonly travels from a person through an interface and device, into an account and software service, across a network or cloud platform, and finally to another person, service or environmental control. A voice command to a connected light, for example, may depend on speech recognition, local connectivity, account authority, platform integration and the receiving device. When a required link fails, individual components may still appear operational while the intended communication or human result disappears.
Evidence boundary
International instruments recognise freedoms involving expression, information and accessible communications. This record does not claim that every device fault, failed voice command or interoperability problem is itself a human-rights violation, nor that interconnectivity is a separately established right. It identifies functioning interconnectivity as a practical enabling condition for exercising communication, access and participation in technology-dependent environments.
